Project of Industrial Wastes Export Management and International Conventions Participation

The major outcomes of this project were composed of as following: (1) We have attended and joined the COP13 of Basel Convention held in Geneva, Switzerland and taken back the update information of waste management. In addition, the discussion or communication of E-wastes, policies/legislation or regulations and laws, detailed execution, and problems solution with national representatives; (2) The visiting abroad of PCB E-wastes treating facility in Thailand was completed. The information we have gotten includes checking of wastes import management laws, treating facility management legislation, treatment abilities, methods or pollution control equipment in order to prevent further environmental contamination after proper treatment of PCB E-wastes; (3) The Chinese and English version website pages of Basel Convention were already updated 7 times and maintained one time weekly. The new version of website information pages, function and information security management were completed and improved; (4) The application for permission documents review and evaluation of domestic transboundary (including export and import) movement of industrial wastes were completed. From January 1 to December 8, 2017, totally 51 hazardous wastes exported proposals application but none of hazardous wastes imported were found. In addition, totally 16 proposal application were evaluated and recommended including 7 revised proposals, 5 rejected proposals (passed the correction deadline without making up document), 22 proposals are still under review and has noticed the competent authority of the receiving countries, 1 proposal is review. The improvement of proposals processing and management were also conducted by important items list and consistent procedures; (5) In order to well understand the storage, package, seal, and shipping of cabinets for oversea wastes, the on-site visiting of five domestic waste treating facilities in Taiwan were performed and completed; (6) Comparison and analyses of the data returned for permission of domestic export transboundary movement of industrial wastes to abroad treating facilities were carefully conducted.
